Craig Wilcox, Incumbent Candidate for State Senate in the 32nd District has released a statement on zero-based budgeting:

“In Illinois, a lack of zero-based budgeting makes it too easy for taxing bodies to just tax to the max, then spend everything they get. I am a proponent of zero-based budgeting because zero-based budgeting forces units of government to levy only for what is needed. Departments must start at zero, prove a need through valid documentation, and make their case. This eliminates a great deal of waste and decreases opportunities for tax increases.”
